A scathing expose of power abuse and branch-stacking in Melbourne's west is today expected to place the future of a rising ALP star under a cloud.

Three-time former mayor Natalie Suleyman and fellow former councillors are expected to face allegations of breaches of the Local Government Act when the State Ombudsman tables his findings after a nine-month inquiry into the troubled Labor fiefdom of Brimbank.

Some of the toughest findings are expected against former councillor Ken Capar, a local lieutenant of federal MPs Bill Shorten and Senator Stephen Conroy. Party sources also expect senior figures including Andrew and Theo Theophanous, maverick Keilor MP George Seitz and Ms Suleyman's father, Hakki, to get a public caning over their meddling in council affairs.

Hakki Suleyman, who works in the Keilor electoral office of Planning Minister Justin Madden, is renowned locally for influence on council meetings with gestures from the public gallery.

The report is likely to detail the party's sometimes bizarre grassroots dealings, including ethnic-based branch-stacking that underpins many state and federal preselections and other party decisions.

Labor and local Brimbank sources told The Age that the report, believed to be the largest ever by the Ombudsman, is likely to include:

- A call for further investigation of a string of alleged breaches of the Local Government Act by up to six councillors including Ms Suleyman, who was backed for the seat of Kororoit last year by Premier John Brumby's ALP sub-group, and her ruling group.

- A call for further investigation of Mr Capar, including possible criminal breaches of the act.

- Criticism of outside meddling in council affairs by MPs and Labor heavies such as Hakki Suleyman and Andrew Theophanous, whose wife, Dr Kathryn Eriksson, was a member of the ruling group on the former council. Andrew Theophanous was known locally in council circles as the "12th councillor".

- Questioning of the appropriateness of councillors working for MPs due to the undemocratic influence exerted by politicians and the party. MPs employing councillor comrades is a long-standing and common Labor practice.

The inquiry follows allegations last year in Parliament by the State Opposition and Mr Seitz, against the council's ruling clique, led by Ms Suleyman. In Parliament, Mr Seitz described Ms Suleyman as the "Robert Mugabe of Brimbank" and her backers as the "underbelly" of the municipality. But Mr Seitz, the longest-serving state MP, has himself often been criticised for branch-stacking and is unlikely to come out of the Ombudsman's inquiry unscathed.

George Defteros, the colourful South Yarra lawyer known for his defence of underworld figures including Mick Gatto and Alphonse Gangitano, is now representing the Suleymans. "We welcome the opportunity to put forward both Natalie's position and her father's in relation to any allegation raised in Parliament against them, particularly in relation to Natalie Suleyman in her term as mayor and as councillor of the Brimbank City Council," Mr Defteros said.

Labor sources fear the findings are likely to end some political careers and damage others.

In the bitter Kororoit preselection battle that split the ALP's dominant right-wing faction last year, Ms Suleyman's unsuccessful bid was backed by the faction that includes Messrs Brumby, Shorten and Conroy.

After nine years on council, and with the Ombudsman inquiry under way, Ms Suleyman chose not to contest the Brimbank council poll in November. She is known to still be keen on a parliamentary seat.

Labor figures expect the report to focus on the Suleyman-dominated council term from 2005-08, including the alleged use of council funds to reward or punish sporting clubs over ethnic support in preselection and other internal party battles.

They expect it to zero in on the contentious July decision to cancel a major upgrade at the Keilor Lodge Reserve - long-term home of the largely Macedonian Sydenham soccer club - and call for expressions of interest in its future use.

Mr Seitz claimed in Parliament that the resolution, behind closed doors, was revenge on the Macedonian community for failing to back Ms Suleyman, of Turkish background, in the Kororoit preselection.

Ms Suleyman's bid was derailed when Mr Seitz, who shifted allegiance from the Shorten right to a rival right-wing sub-group, threw his numbers behind former Darebin councillor Marlene Kairouz, who won preselection and is now the sitting member.

Those involved in the saga and approached by The Age refused to comment.

MELBOURNE, May 7 AAP - The Victorian government is refusing to sack a Melbourne council despite describing it as a ``bloody disgrace'' over revelations of misconduct, conflict of interest and bullying.

A report by Ombudsman George Brouwer slammed Brimbank City Council for a culture of dysfunction and infighting that also reflected badly on Labor state MPs.

The report, tabled in state parliament on Thursday, revealed a vendetta mentality by the Brimbank ``ruling faction'', saying it engaged in decision-making for personal gain and to the detriment of the council.

The western suburbs council was also exposed for improper use of council funds and undue influence by state Labor MPs who employed Brimbank councillors.

The government will appoint a municipal inspector to ensure the ombudsman's recommendations are carried out and confidence in the council is restored.

But it is refusing to sack the council.

New laws will be passed later this year to ban councillors from working for MPs, and Attorney-General Rob Hulls said he would reprimand Labor MPs named in the report.

They include Theo Theophanous, George Seitz and Telmo Languiller.

``The conduct as outlined in this Ombudsman's report by the Brimbank City Council is nothing short of a bloody disgrace,'' Mr Hulls said.

``It is a disgraceful indictment on the Brimbank City Council. It has to be addressed, it will be addressed, and we will implement each and every one of these recommendations.''

It is official. Slanderyou has hit 30,000 readers. That's 29,999 well informed patriots and concerned citizens outraged by the crimes of Andrew Landeryou. Then there is 1 Andrew Landeryou who spends more time on this blog than just about all the others combined. But that's because he is bankrupt, unemployed, friendless and doesn't get out much. Despite his multi personality disorder and many fake friends, it still only counts as 1 as it's all the same IP address.

Congratulations to Slanderyou who has maintained the rage and fought a long and hard fight to expose and reveal Landeryou's criminal activities. The list of Landeryou's crimes is long, they continue and he has not been bought to justice.

But neither has Landeryou squirmed his way back into a genuine position of influence in a Union, Student Union, government or the Labor Party. He is disgraced and despised. lawsy We enjoy the musings of one of our favourites in the VEXNEWS commentariat Anon Annonski so we were stung to read some criticism from him/her and thought their view on Brimbank worth carefully considering and responding to in detail.

Oh come on Andrew. I am a massive fan of this site but surely you must have your tongue firmly in your cheek.
The OC was infinitely better, as was vexnews before you became increasingly dedicated to defending your side in the Wars of the Victorian Labor Right.
Most readers will know exactly what I mean.
You don’t think Suleyman senior being given a council property for 5 years rent free is a big deal?
You don’t think diverting millions each year into soccer clubs run by ethnic groups who provided the stacks for both sides in Brimbank is ok??
You think Madden Languiller and the theophani implicated is no biggy??
The real tragedy about the Ombudsman’s Report is that he fails to put Brimbank in context.
That is that there are hundreds of thousands of residents who live in area far more squalid than it needs to be deprived of basic amenity because councillors elected don’t care. They only care about one thing and that’s internal ALP politics, in this case the right.
Who do the Suleymans report to? Shorten et al. Who does the other side report to? The networkers, HSU, NUW etc. The CEO is compromised by his cuddling up to the NUW but what other choice does he have to survive?
Brumby should sack the lot!

Dear Anon Annonksi, I’m glad you’re enjoying VEX and I always enjoy your comments and I thought yours worth responding to directly. (It got so long we had to post this as a story)

Our interest in the Brimbank issue has nothing to do with an internal feud in the Victorian ALP Right.

I don’t even know the factional composition of the current council other than hearing George Seitz’s crew did well and that there’s a Green on there.

The previous council was mired in a fight between the Suleymans and Seitz. We didn’t like the way either side prosecuted that fight, there was a lack of courtesy and mutual regard and even when one side had clearly prevailed it felt the need to publicly gloat and demand the investigation that has now occurred.

An investigation that has absurdly led to potentially dozens of people being forced to choose between their job and their council service.

We are - as you know - principal-driven here. We are committed to freedom not faction. That’s how we roll. We are one big inconvenient truth. Ask Senator Steve Conroy, a public official we quite like. We certainly loved his nation-building broadband plan. Our love for the Conroy doesn’t stop him regularly calling on his factional and sub-factional brethren not to contribute (’leak’ it is pejoratively labelled) to VEXNEWS in anyway shape or form. He did it just the other night at one of those secret meetings I’m not meant to know about. I hope that confuses your assumptions as much as it does mine. We are no-one’s mouthpiece other than freedom’s. And if you really thought otherwise, we doubt you’d return. Nor would our large and expanding audience of truth-seekers and patriots.

And the truth is that the Brimbank revealed a council full of political people having political fights where there was no suggestion of corruption of the kind that plagues councils in other states. It looked messy. It’s embarrassing for those concerned but the main embarrassment must be for the Ombudsman who allocated vast resources to an inquiry that came up with very little. And perhaps also embarrassing for the state MP who unwisely prompted the inquiry and now has to explain thirty something councillors who’ll lose their jobs that he’s sorry.

So to address your issues. Do I think a community group getting a council property rent-free is a big deal? No, I don’t actually, it’s common enough. If it was up to you and me we’d rather the council sell off all its surplus land and return the proceeds to ratepayers but sadly our views are not popular in the community or among the empire builders among most council officers.

Do I think giving grants to sporting clubs is a big deal? Well yes I think that can be overdone by all tiers of government including John Howard’s outrageous $50 million gift to the undeserving clowns at the Western Bulldogs to subsidise their Western Oval shite-pit. Where’s Essendon’s money? Windy Hill is far more deserving.

Is former Essendon star Justin Madden implicated? That’s ridiculous, there’s not even a suggestion of him having any interest in Brimbank council at all.

He hired Hakki Suleyman as an electorate officer and kept him on because he was doing a good job. You can hardly blame him for that. I take people as I find them, not sure what you do. What none of us can do is give everyone we meet an anal probe of the kind the Ombo arranged for the Brimbank brigade. The issue now is whether Hakki has done his job and whether he should be sacked because of what’s in the report. I’ve read through it closely and can’t find anything although I accept the political pressure to sack him might be a problem.

The Age wants blood. Turkish blood. Not only because some of their people have borderline racism issues but because it suits their narrative, their quest for a villain in the form of a hard-working community-minded electorate officer paid a lot less than even young woodchuck Ari Sharp. Let’s just sack him anyway, they say. Who cares? Throw The Age their ritual sacrifice and just burn him.

That’s probably what will happen. But it doesn’t make it right.

Are other MPs “implicated”? In what? Expressing a view about what a council does? Perhaps they are guilty of that, but isn’t it their job to express views about public policy, whether it be local, state or federal?

Where has this bizarre notion of “undue influence” come from? Councillors are not judges, they are democratically elected politicians who should be able to influenced for all sorts of legitimate reasons. Laws already prohibit bribes and so on. But this “undue influence” goes way beyond that. The doctrine attempts to position councillors above politics, an absurdity given the inherently political process that elects them.

The real tragedy of your question is that you haven’t followed what’s gone on in Brimbank. Natalie Suleyman isn’t on the council, rightly figuring that she’d served for long enough. I personally regard what’s been done to her as an absolute travesty.

She’s been hung out to dry for being an assertive, flamboyant, hardcore public official. We need more Natalie Suleymans willing to fight the good fight for their community not pathetic lick-spittles who blindly follow the edicts of unelected council officers and left-wing journalists and racist ginger groups like the viciously anti-African Sunshine Ratepayers and Residents Association. The Ombudsman’s quoting from the rantings of that white supremacist group’s website was quite possibly its lowest point among many. More due diligence next time, Mr Ombudsman. Read through the race-hate drivel on their site and you’ll see what we mean (we can’t link to it for legal reasons but it’s not hard to find).

Should the Brimbank council be sacked? It effectively was, by the voters and by the decisions of many councillors to retire.

What other action should be taken? The action I’d like taken is for town planning decisions to be made by people who don’t have to submit themselves to election. It’s a manifestly stupid situation for state government to be adopting a pro-development pro-jobs policy and to leave zoning decisions and town planning decisions generally in the hands of mostly left-wing council bureaucrats who stop development and don’t care about jobs because they’ve already got a good one.

That’s the action we need. Jobs are too important to trust with council officers and the councillors they pretend to serve who are in any event terrified about voting for controversial planning proposals.

Everything else about local government in Brimbank scarcely rates as a big deal, worthy of mention but the Herald Sun gave it the appropriate amount of coverage. Page 19. Buried where it belonged.

But it wasn't so long ago that Arthur Calwell made the pronouncement that "two Wongs don't make a white". Now the Yellow Peril is less politically perilous and a Wong can be a Labor minister. Thus time marches on. Trouble is, time sometimes takes a backward step and we find ourselves, yet again, in White Australia.

As Labor's postwar immigration minister, Calwell was in the boat-people business, loading ships to the gunnels with European migrants, refugees seeking safer, happier lives. Anxious to minimise voter hostility to darker skinned Mediterraneans, Arthur art-directed his intake, heavily emphasising people categorised as "blue-eyed Balts". Nonetheless, it would take a decade to successfully market the intake as "New Australians" and to see the benefits of Greek and Italian immigration.

Wave after wave of boat-people slowly but surely created one of the world's most successful and motley populations, with only the First Australians on the margins. While Howard's notorious hostility to Asian immigration would cost him the Liberal leadership in the '80s, a little later such views were amplified by Pauline Hanson. Yet Asian Australians are now happily accommodated. It's currently the Afghans and Iraqis we're determined to discourage. Our armies invaded your countries? Created armies of refugees fleeing the chaos of Iraq, the Taliban or the Afghan warlords? Welcome to Woomera - or our tropical concentration camps.

In an attempt to ramp up the racism that all but wrecked our international reputation during the shameful era of Tampa and SIEV X, following last month's tragedy off the northwest coast of Australia members of the Coalition's right-wing rump have been quick to splash petrol around the ship of state, hoping for more political explosions. As ethics and tolerance are again tossed overboard it was sad to see Malcolm Turnbull's mixture of opportunism and embarrassment. And the nervous, almost Beazleyan response of Kevin Rudd.

ABC1's Q&A program was quick to respond, rounding up an improbable panel to discuss this "threat". John Elliott was raised from the dead for the purpose of self-parody - but worse were the contributions of a Lib MP, Sophie Mirabella, a Greek Australian whose rant would have done Hanson proud. But perhaps we should thank her for reminding us why One Nation is no longer an issue: the views of the Hansonites were appropriated by the major parties two elections ago.

The most powerful impression of the program was the total lack of concern for the refugees. The bigotry of the continuing attacks upon people slandered as "illegals" (they're exercising their legal right to seek asylum) is unsuccessfully camouflaged by focusing on the evil-doing smugglers.

Watching Q&A I harked back to the military coup in Greece. Imagine that today's few pitiful boatloads of refugees were fleeing that dictatorship, a regime notorious for its abuse of human rights. Would our Greek-Australian MP be hysterically demanding they be turned away? Or shoved into offshore camps? If the refugees shared her ethnicity and religion you can bet she'd be on the wharf wanting a photo opportunity.

As for the appalling Elliott? Let's imagine the refugees were white Christians fleeing the brutality and madness of the Mugabe regime. John would be on the pier singing Waltzing Matilda - and the Libs would be recruiting them for branch-stacking.

What we're seeing, yet again, is White Australia in the thinnest disguise with the refugees being used as hostages for domestic political purposes. Reds under the bed are no longer politically useful so let's replace them with browns in boats. The fact is that 90 per cent of our "illegals" are whites who walk off aircraft with the intention of ignoring the terms of their visas.

In the Howard/Beazley years we lost all claim to be a tolerant people. Australia's disgraceful treatment of asylum seekers was at the heart of my opposition to John Howard - and to "me too" Beazley. It was the principal reason for my backing of Rudd in successive ALP leadership tussles. Kev convinced me his Bonhoefferian beliefs would kick in; I pray I was right and that his Government refuses to surrender to the merchants of panic and prejudice. Two wrongs do not make a right.

But the Brimbank Scandal points to a wider social disaster. Many of the princpal offenders identified by the Ombudsman, are unelected swill. These are people who sought to influence events although elected by no-one. That many of them have criminal convictions is an utter disgrace.

But former MUSU President Landeryou, quickly kicked out by his fellow students, who then did not realise he had bankrupted the organisation, now declares on his libellous Blog that Brimbank is a beatup by the Ombudsman who made mistakes.

If any mistakes have been made, you disgusting fraud, it was you who made them.

Hmnn, Brimbank sounds a bit like my local council. Shady councillors, a fast-talking CEO, and on-the-make bureaucrats.

Having done casual work at four other councils, I can't say I was very impressed by them either. No corruption that I could see, but work practices were slack and there was a lot of wastage.

Ratepayers (and tax payers for that matter) need far more bang for their bucks than they currently get. Australia is badly governed and over-governed

Brimbank leads me to question a lot of things. A late business tycoon visited daily by media and adoring politicians was involved in fraud that raised packaging costs for everyone - and he was having a bit of extra-marital nookie on the side. Nice chap.

Then there is Landeryou whose corruption shines like a trillion candlepower beacon. The trouble is that there are a lot of people like him. The corporate CEOs, Boards and executives that awarded each other extravagent salaries. It was barefaced white collar crime gone mad - and unpunished.

My Scottish banker Dad disliked his directorships in Australia because there wre so many corporate crooks - and that was forty years ago.

It is official. Slanderyou has hit 30,000 readers. That's 29,999 well informed patriots and concerned citizens outraged by the crimes of Andrew Landeryou. Then there is 1 Andrew Landeryou who spends more time on this blog than just about all the others combined. But that's because he is bankrupt, unemployed, friendless and doesn't get out much. Despite his multi personality disorder and many fake friends, it still only counts as 1 as it's all the same IP address.

Congratulations to Slanderyou who has maintained the rage and fought a long and hard fight to expose and reveal Landeryou's criminal activities. The list of Landeryou's crimes is long, they continue and he has not been bought to justice.

But neither has Landeryou squirmed his way back into a genuine position of influence in a Union, Student Union, government or the Labor Party. He is disgraced and despised. Slanderyou's efforts and the efforts of patriots on this Blog has gone a little way to ensuring that the corpse of Landeryou has not risen from the dead and with continued effort, never will.
